To study in Russia, most international students need an учебная виза (student visa). The visa is issued by Russian consulates based on an official приглашение (invitation letter) from your university. You also need a negative HIV test certificate, a medical certificate, and proof of financial means. Cost: roughly USD 40–80 for most nationalities, processed in 4–20 business days. After arriving, you must complete миграционный учёт (migration registration) within 7 business days. The initial visa is valid for 3 months and is then extended to a 1-year multi-entry visa through GUVM (the migration authority). This guide walks you through every step.

Types of Student Visas

Visa TypeDurationPurposeMultiple Entries
Учебная виза (student visa)Up to 3 months initial, extendable to 1 yearDegree programmes, language courses over 3 monthsYes, after extension
Entry visa with study purposeUp to 90 daysShort courses, summer schools under 3 monthsSingle entry

If your studies last more than 3 months — which virtually all degree programmes do — you need the учебная виза. The short-stay entry visa is only for summer intensives and language tasters.

Step 1: Get Your Приглашение (Invitation Letter)

The приглашение is the foundation of the entire visa process. Without it, no Russian consulate will issue a student visa. Here is how it works.

After your university accepts you and you confirm your place, the university’s international department submits a request to ГУВМ МВД (GUVM) — the Main Directorate for Migration Affairs of the Ministry of Internal Affairs. GUVM verifies your acceptance and issues the official invitation. The university then sends you the original document by courier.

  • Processing time: 30–45 days (standard). Some universities offer expedited processing for a fee.
  • Delivery: Original paper document by DHL or similar courier. Do not use a scanned copy for the visa application — consulates require the original.
  • Start point: Begin the process at least 3–4 months before your intended arrival. Factor in apostille time on your academic documents plus the 30–45 days for the invitation.

Example: A student from Morocco accepts her place at St. Petersburg State University in June. The university submits the GUVM request immediately. She receives the original приглашение by courier in mid-July. She applies for the visa in late July and arrives in late August — just in time for orientation.

Step 2: Get Your HIV Test

Russia requires a negative HIV test for all student visa applicants. This is a non-negotiable requirement. No exemptions.

  • The test must be conducted within 3 months of the visa application date (not arrival date)
  • Some Russian consulates require the test from a government-accredited laboratory — check with your specific consulate
  • The certificate must show: your full name as in passport, passport number, date of birth, test date, and a negative result clearly stated
  • Have the certificate translated into Russian if the consulate requests it (check before your appointment)

Step 3: Gather All Required Documents

Collect these before booking your consulate appointment. Missing items are the most common reason for delays or rejection.

  • Valid passport — at least 18 months validity remaining beyond your intended stay, minimum 2 blank pages
  • Приглашение (invitation letter) — original document from the university via GUVM
  • Visa application form — completed online at visa.kdmid.ru, printed and signed
  • Passport-size photo — 35mm × 45mm, white background, taken within 6 months
  • HIV test certificate — negative result, within 3 months of application
  • Medical certificate — confirming no dangerous infectious diseases (tuberculosis, hepatitis B, etc.)
  • Health insurance — valid in Russia for the full duration of your stay, minimum RUB 1,000,000 coverage
  • Proof of education — certified copy of your school diploma or university degree
  • Financial proof — bank statement or sponsor letter showing sufficient funds (typically USD 200–500/month of stay)
  • Visa fee payment receipt — pay at the consulate or through the visa centre

Step 4: Submit at the Consulate

Book an appointment at the Russian consulate or visa application centre in your country. Many countries use external visa centres operated by VFS Global or similar services — these are officially authorised and perfectly fine to use.

At the appointment, you submit all documents and pay the visa fee. Standard processing takes 4–20 business days depending on your nationality and the consulate’s current workload. Expedited processing (3–5 days) costs more.

Visa Fees by Nationality

NationalityStandard FeeExpress Fee
EU citizensEUR 35EUR 70
US citizensUSD 160USD 250+
Most other nationalitiesUSD 40–80USD 100–150

US citizens pay significantly more due to reciprocal pricing between the US and Russia. Check the current fee at the Russian embassy website for your specific country before planning.

Step 5: Arrive and Complete Migration Registration (Миграционный учёт)

Within 7 business days of arrival, you must complete миграционный учёт (migration registration). This is a mandatory legal requirement for all foreign nationals in Russia. Failure to register results in fines of RUB 2,000–5,000 and potentially deportation.

How Registration Works

If you live in university accommodation (общежитие): The university’s migration department handles registration automatically. Confirm with your international office that it has been done. You receive a відривний талон (tear-off registration slip) as proof.

If you live in a private apartment: Your landlord (арендодатель) must register you. They take your migration card and passport to the local post office (Почта России) or migration office (ГУВМ МВД) and file the registration. If a landlord refuses to register you, find different accommodation — you are legally required to be registered at your actual address.

Documents to Carry at All Times

  • Passport with student visa sticker
  • Migration card (миграционная карта) — filled in at the border crossing, keep the original
  • Registration slip (отрывной талон)

Russian police (полиция) conduct document checks and can ask to see these at any time. Carry originals, not photocopies. Losing your migration card requires an immediate visit to ГУВМ МВД to obtain a replacement — allow a full day for this.

Step 6: Extend Your Visa

The initial учебная виза is valid for only 3 months. Before it expires, your university submits an extension request to ГУВМ on your behalf. The extension converts the visa to a multi-entry student visa valid for 1 year. You renew annually for the duration of your programme.

Documents your university will need from you for the extension:

  • Current visa (original)
  • Migration card
  • Migration registration slip
  • Enrollment certificate (справка из деканата)
  • 2 passport photos
  • Updated health insurance
  • Updated HIV test (required annually for visa renewals)

Start the extension process 30 days before your visa expires. Do not wait until the last week — processing can take up to 2 weeks and you cannot travel internationally while your extension is pending.

Temporary Residence Permit (ВНЖ)

A ВНЖ (вид на жительство — residence permit) is not required for studying. Your student visa with annual renewal is sufficient for the full duration of your degree. However, students who plan to stay in Russia after graduation may begin the ВНЖ application process during their final year. The ВНЖ gives you the right to live and work freely in Russia. Processing takes 4–6 months and requires 5+ years of legal residency in most cases.

Dormitory vs. Private Accommodation: Immigration Implications

FactorОбщежитие (Dormitory)Private Apartment

Visa extension supportInternational office manages paperworkYou manage independently
Cost per monthRUB 1,000–8,000RUB 15,000–50,000 (Moscow)
Bureaucracy levelLow — university absorbs itHigh — multiple visits to migration office

For your first year in Russia, dormitory accommodation is strongly recommended regardless of cost. The immigration administration support alone is worth it while you are still learning the system. See our Russia costs and living guide for a full accommodation comparison.

Travelling Outside Russia on a Student Visa

Once your visa is extended to a multi-entry visa, you can leave and re-enter Russia freely. When you return from any trip abroad, you get a new migration card at the border. You must re-register with your host institution or landlord within 7 business days of return — your old registration becomes void when you leave Russia.

Keep this in mind around holidays. If you go home for winter break and return on January 3rd, you must be registered again by January 13th at the latest.

Common Mistakes and How to Avoid Them

  • Missing the 7-day registration deadline. This is the most common error. Confirm with your дorm or landlord that registration has been filed — do not assume.
  • Entering on a tourist visa to “sort things out later.” Tourist visas cannot be converted to student visas inside Russia. You must leave and apply from abroad. This mistake costs students months of lost time.
  • Letting the visa expire. A lapsed visa means illegal status, fines, and potential deportation. Start renewal 30 days early. Put the expiry date in your calendar on the day you arrive.
  • Losing the migration card. It is a thin paper strip handed to you at the border. Photograph it immediately. Store the original safely.
  • Not re-registering after trips abroad. Every entry into Russia starts a new 7-day registration countdown.

Document Checklist: What to Carry Every Day

Print this checklist and keep it in your wallet or phone. These are the documents Russian law requires you to have on your person at all times.

When police conduct a document check (проверка документов), present all four calmly. This is routine and happens to all foreign nationals, not just students. Stay polite and patient.

Special Cases: Country-Specific Notes

The visa process varies slightly depending on where you apply from. A few common situations:

Countries using VFS Global or IVS

Many countries (including India, UAE, Turkey, and some African nations) use an authorised visa application centre rather than submitting directly to the Russian consulate. These centres collect documents, take biometrics, and forward applications. Additional service fees apply — typically USD 20–40. Check the Russian embassy website for your country for the current authorised centre.

Countries without Russian consulates

If Russia has no consulate in your country, you must apply at the nearest consulate in an adjacent country. This requires a transit or visit visa to that third country. Plan well in advance and budget for travel costs.

Multiple nationalities

If you hold multiple passports, you can apply using either. Apply with the passport you plan to use for entry — visa and passport must match at the border. Using a second passport for entry after applying on the first creates serious complications.

Frequently Asked Questions

Do I need an HIV test?

Yes. Russia mandates a negative HIV test for all student visa applications. The test must be within 3 months of the application date. There are no exceptions based on nationality or programme type.

How long does the приглашение (invitation letter) take?

30–45 days from when your university submits the request to GUVM. Some universities offer expedited processing. Factor this into your timeline — start the admissions process at least 3–4 months before you plan to arrive.

Can I enter Russia on a tourist visa and switch to a student visa?

No. You cannot change visa categories inside Russia. If you enter on a tourist visa, you must leave the country and apply for a student visa at a Russian consulate abroad before returning. Do not attempt this workaround.

What is migration registration (миграционный учёт)?

It is a legal obligation for all foreign nationals in Russia. Your host — the university (for dorm residents) or your landlord (for private tenants) — files a notification with GUVM confirming your address. You receive a registration slip as proof. Complete this within 7 business days of arrival.

Can I travel within Russia on a student visa?

Yes. Your student visa covers the entire Russian Federation. If you stay more than 7 business days at a location other than your registered address, you technically need to re-register there. For short trips (weekend travel, holidays), simply carry your documents and you are fine.

How much does the student visa cost?

USD 40–80 for most nationalities with standard processing. EU citizens pay approximately EUR 35. US citizens pay USD 160 due to reciprocal pricing. Express processing adds 50–100% to the fee. Check the current fee at your nearest Russian consulate or embassy website.

Do I need health insurance?

Yes. Valid Russian health insurance is required for the visa application. Most Russian universities sell insurance plans to international students for approximately RUB 5,000–15,000/year. Buy through your university — they know which plans satisfy the consulate requirements.

Can my family members join me in Russia?

Family members (spouse, children) can apply for a private visit visa or, in some cases, a multi-entry visa. They require a separate приглашение — your university or a local migration office can issue this. Processing and fees are similar to the student visa. Each family member applies independently.

What happens if police stop me for a document check?

Cooperate calmly. Produce your passport, visa, migration card, and registration slip. These are the four documents you must carry at all times. If you cannot produce them, police may detain you at the station until your identity and status are verified — typically 2–4 hours. There is no fine for a first-time inability to produce documents if your status is legal, but it is a frustrating experience that is entirely avoidable.

What is a ВНЖ and do I need one?

A ВНЖ (вид на жительство) is a temporary residence permit. Students do not need one — your student visa renewed annually is sufficient for the full duration of your programme. A ВНЖ becomes relevant only if you plan to stay in Russia after graduation.
