Canada offers one of the clearest paths from international student to permanent resident (PR) in the world. The Post-Graduation Work Permit (PGWP) allows graduates of eligible Canadian programs to work in Canada for up to three years. That Canadian work experience then becomes the foundation for a permanent residence application through Express Entry, Provincial Nominee Programs, or other pathways. This guide explains every step with 2026 data, CRS score thresholds, and processing times.

Over 100,000 former international students receive permanent residence in Canada each year. If you plan your studies and work strategically, the path from student to PR can take as little as three to four years from the day you land in Canada.

For information about working during your studies, see our student work guide. For a full overview, visit our Canada study guide.

Post-Graduation Work Permit (PGWP)

What Is the PGWP?

The PGWP is an open work permit for graduates of eligible Canadian institutions. You can work for any employer in any occupation. No job offer or LMIA needed. It is issued only once in a lifetime.

Eligibility

  • Completed a program at a PGWP-eligible DLI of at least 8 months.
  • Studied full-time throughout.
  • Received completion letter or final transcript.
  • Valid study permit within 180 days before application.
  • Apply within 180 days of program completion.

PGWP Duration

8 months to under 2 yearsEqual to program length
2 years or more3 years

Two shorter programs (each 8+ months) can combine for the 2-year threshold. Application cost: ~CAD$440. Processing: 60–120 days.

Express Entry: The Main PR Pathway

Express Entry manages three programs: Canadian Experience Class (CEC), Federal Skilled Worker Program (FSWP), and Federal Skilled Trades Program (FSTP). CEC is the most common for PGWP holders.

How It Works

  1. Create a profile with education, work experience, language scores, age. Receive a CRS score.
  2. Enter the Express Entry pool ranked by CRS.
  3. IRCC draws the highest-scoring candidates every ~2 weeks.
  4. Receive an Invitation to Apply (ITA). Submit full PR application within 60 days.
  5. PR processing: ~6 months.

CRS Score Factors

Skill transferability100
Additional (PNP, French, Canadian education)600

2025 general draw cutoffs: 470–530. Category-based draws had lower thresholds.

How to Maximize CRS

  • Language: IELTS 8.0 (CLB 9) adds 50–100 points vs. 6.5.
  • French: NCLC 7+ adds 50 points.
  • Canadian education: Adds 15–30 points.
  • Canadian work experience: 1–3 years of NOC TEER 0–3 work.
  • PNP nomination: 600 points — guarantees an ITA.

Canadian Experience Class (CEC)

  • 12 months full-time skilled work (NOC TEER 0–3) in Canada in last 3 years.
  • CLB 7 for TEER 0/1; CLB 5 for TEER 2/3.
  • Plan to live outside Quebec.
